Herzlich willkommen
This appears to be a private, closed event ("Geschlossene Gesellschaft") — a gathering that is not open to the public and is limited to invited guests only. The welcome message is paired with a notice that doors/access have been closed, indicating the event is exclusive to its invited attendees.
