Bezirks – Einzelmeisterschaften Abt. Tischtennis
This appears to be a district-level individual championship ("Bezirks-Einzelmeisterschaften") in Abtsgmünd (Abt), likely a gymnastics or track-and-field competition. It is open to youth athletes in the under-13 age group, for both girls ("Mädchen") and boys ("Jungen"), who compete individually rather than as teams.
