Himmel unter Berlin Vol
It looks like you may be referring to *Der Himmel über Berlin* (Wings of Desire), the 1987 film by Wim Wenders, though your title says "unter" (under) rather than "über" (over). The film follows two angels who invisibly observe and listen to the residents of divided Cold War-era Berlin, until one of them falls in love with a circus trapeze artist and chooses to become mortal to be with her.
