ASF Aufbau-Seminar-für Fahranfänger
This appears to be an ASF (Aufbauseminar für Fahranfänger), a mandatory follow-up seminar in Germany for novice drivers who committed traffic violations during their probationary period. It's often required after receiving an unpleasant letter from the driver's licensing authority (Führerscheinstelle).
